Guys time for some real work:

We need to level and flatten some land to make the big dorm...

Here's the plan:

We need to level the two markers on the image and the tiles between them:

That would be made by raising the tiles where the marker on the left is.

Don't raise the tiles close to the road.

I Think this is self explanatory...

The objective is to obtain a 2x4 area for dorms.
